Find it before the pipe bursts, not after. Most houses in Racine, Mt Pleasant and Sturtevant put the valve in the same spot, and a two-minute walk to the basement now saves a soaked floor later.
In most Racine-area homes the main water shut off valve is in the basement on the wall facing the street, where the service line comes through the foundation, beside the water meter. Turn it clockwise to close. If it will not budge or starts to drip, stop — the curb stop at the property line is the backup.

Key takeaways
- Street-side basement wall, at the meter: that is where the water shut off valve sits in the large majority of local homes with a basement.
- Two valves are normal — one before the meter, one after. Use the one on the house side of the meter first; the utility prefers the street-side one left alone.
- Old gate valves (round wheel handle) seize; a quarter-turn ball valve (lever handle) is the upgrade worth doing before winter.
- Every adult in the house should be able to find it in the dark. Tag it.
Where do local builders put the main water shut off valve?
The service line from the street enters the house through the foundation on the side nearest the road. The meter and the water shut off valve are within a few feet of that entry point.
Homes with a basement
Racine, Mt Pleasant, Sturtevant and Caledonia: look on the street-facing basement wall, low, near the floor. The meter is a brass or gray canister with a dial on top; the valve is beside it.
Slab or crawl-space homes
Newer ranches in Pleasant Prairie and Kenosha, and cottages around Waterford and Burlington: check a utility closet, the garage wall nearest the street, or an access panel in the crawl space. A crawl-space valve that has never been turned is the usual start of a Burlington plumbing repair call.
Well water
Rural Caledonia, Waterford and Burlington: the shut-off is on the line leaving the pressure tank. Cutting power to the well pump is the other way to stop flow.
Condos and duplexes
Each unit often has its own valve near the water heater or under a kitchen sink, with the building main in a mechanical room.
How do you close the water shut off valve without breaking it?
Identify the type
A round wheel handle is a gate valve: several full turns clockwise to close. A straight lever is a ball valve: a quarter turn so the lever sits across the pipe.
Turn slowly
Gate valves that have not moved in years shear their stem if forced. Steady pressure, no wrench extensions, no hammering.
Open a low faucet
A basement laundry tub or hose bib drains the pressure and confirms the valve actually closed. A trickle that keeps coming means the gate did not seat.
Note the second valve
If there is a valve on each side of the meter, the house-side one is yours. The street-side valve belongs to the utility's side of the meter; use it only if the first fails.
Stop. A packing nut that weeps after turning can usually be snugged a quarter turn. A stem that will not move at all is a valve to replace, not to fight.
In the meantime the curb stop — the buried valve at the property line under a small iron lid — can be closed by the water utility or a plumber with a curb key.
Why learn this before a leak?
Because a residential service line delivers water at a rate that fills a basement faster than most people expect, and the phone call takes minutes that the pipe does not give you.
Burst pipe or split supply line
Close the main, open a low faucet, then call. The pipe leak repair service handles the repair once the water is off.
Water heater leaking
Close the valve on the cold line above the tank first; the main is the fallback if that valve is seized. See the leaking water heater guide.
Frozen pipe found
Close the main before thawing so a split that opens under heat does not flood. The frozen pipes guide has the thawing order.

Call (262) 770-0039Request serviceWhich valves in Racine homes are the ones that seize?
- Original brass gate valves from the 1950s–1970s on city water. The gate corrodes to the seat; the wheel turns but nothing closes.
- Galvanized-era valves in pre-war east-side Racine homes, often on the original service line.
- Any valve that has never been exercised. A valve turned once a year stays free; one left for twenty years does not.
- Valves behind finished walls. A basement finished without an access panel at the meter is a common surprise in Mt Pleasant remodels.
Replacing a seized main with a full-port ball valve is a short job when the curb stop can be closed for it. It is the least expensive piece of emergency insurance on the house. It is the first thing a Racine residential plumber should offer on any older house.
What other shut-offs should every household know?
| Fixture or appliance | Where the local water shut off valve usually is | Handle type |
|---|---|---|
| Toilet | Small valve on the wall below the tank, left side | Oval or lever |
| Sink or vanity | Two valves under the sink, hot and cold | Oval or lever |
| Water heater | Cold-water line above the tank | Gate or lever |
| Washing machine | Box in the wall behind the machine, hot and cold | Lever |
| Outdoor hose bibs | Inside the basement on the pipe feeding each hose bib | Gate or lever — close before winter |
| Refrigerator ice maker | Saddle valve or small valve under the sink or behind the fridge | Small knob |
Fixture valves stop one problem; the main stops all of them. A toilet stop that will not close is replaced during any toilet repair visit. When in doubt, close the main.
Shut-off valve questions from Racine callers
Which way do I turn the water shut off valve?
Clockwise to close, whether it is a wheel or a lever. A lever is closed when it sits across the pipe; a wheel needs several full turns until it stops.
Can I close the valve on the street side of the meter?
Only if the house-side valve fails. That valve is on the utility's side of the meter, and some utilities ask homeowners not to operate it. The curb stop outside is the next step after that.
What if I cannot find a water shut off valve anywhere?
Look for where the pipe enters through the foundation on the street side, then follow it. If a finished wall hides it, the curb stop at the property line is the emergency option; then plan an access panel or a relocated valve.
Does every house have a main water shut off valve?
Every home on municipal water has a curb stop at the property line, and nearly every one has an inside valve at the meter. If yours is missing or buried in a finished wall, the curb stop is the emergency option until a valve is added.
