Racine's Wastewater Utility runs a grant that reimburses eligible homeowners up to $5,000 toward disconnecting a foundation drain from the sanitary sewer and putting in a sump system instead. It exists because storm water arriving in sanitary lines is what overwhelms the collection system during a heavy rain, and the backups that follow land in basements.

The device at the center of it is the Palmer valve, a fitting common in the city's older housing that lets foundation-drain water drop straight into the sanitary lateral. Removing that valve, capping the connection, and pumping the same water to daylight is the whole point of the program — and it is genuine plumbing work, not a switch you flip.

Sizing a Pump by Inflow Rate, Not by Horsepower

Horsepower is the number on the box and the least useful figure in the decision. What settles the choice is gallons per hour at your actual lift height, measured against how fast your pit refills. We time it: run the pump dry, stop it, and clock how long the basin takes to reach the switch again during wet ground conditions.

Lift height eats capacity

A pump advertised at 3,000 gallons per hour is quoting zero lift. Push the same water nine or ten vertical feet and out through forty feet of horizontal pipe, and real delivery can fall by half. We read the manufacturer's curve at your measured head, then leave margin above the worst refill rate we saw, rather than rounding up the horsepower and hoping.

Bigger is not automatically safer

Oversize a pump into a narrow basin and it empties the pit in three seconds, slams the check valve, and starts again a minute later. That cycle count is what burns motors and cracks switch floats. Matching capacity to inflow gives longer, gentler run times, which is the pattern a pump is designed around.

Body material matters more than the badge. A cast-iron housing sheds motor heat into the water around it and tolerates long storm-night duty far better than a thermoplastic body of the same stated rating. Switch style matters just as much: vertical floats suit narrow pits, tethered floats need width to swing, and solid-state switches remove the moving part but want clean water to stay reliable.

The Basin Does Half the Work

Most failures we are called to are not really pump failures. They trace back to a container that was never right — too shallow, too narrow, unsealed, or fed by drain tile that enters above the water line and drops loose stone in with every rain.

  • Diameter and depth — an 18-inch by 24-inch basin holds enough volume that a correctly sized pump runs in sensible bursts. Undersized crocks are the single most common cause of short cycling we find.
  • Gravel bed and perforations — the basin should sit in washed stone so groundwater can enter through the side openings rather than being forced to arrive only through the tile.
  • Drain tile entry — tile should come in below the switch-off point and be coupled properly. Sloppy entries silt the pit and shorten impeller life.
  • A sealed, gasketed lid — keeps humidity, sewer-adjacent odor, and soil gas out of the finished space, and stops objects finding the impeller. It is also what makes a radon mitigation retrofit possible later without reopening the floor.
  • Floor restoration — the concrete patch around the rim is part of the job, not an afterthought. A rough patch traps water at the exact place you were trying to keep dry.

Where the Discharge Is Allowed to End

Discharge is the half of the system homeowners never see and the half that fails in winter. It has one rule that is not negotiable and several that are simply good practice.

The rule: pumped groundwater does not go into the sanitary sewer. That is the connection the city grant exists to sever, and reinstating it through a laundry standpipe or a floor drain undoes the work and can put you on the wrong side of the utility's inspection.

Getting it far enough away

Water put down beside the wall returns to the tile within the hour and the pump moves it again all night. Aim for at least ten feet from the foundation and downhill of it, onto grade that carries water away or into a storm connection where one is available. A pop-up emitter at the far end keeps the outlet from becoming a lawn-mower casualty.

Surviving a Wisconsin February

A buried line that ends in a low spot fills, freezes, and forms a plug the pump cannot push. The pump then runs against a closed pipe until it overheats. We pitch the exterior run to drain itself, oversize the last section so a partial ice ring does not seal it, and fit a freeze-relief opening outside the wall so water has somewhere to go if the far end does block.

Between the pump and the wall there are four decisions that decide whether the system is quiet and long-lived or noisy and short-lived.

If yours restarts within a few seconds of stopping, that pattern is nearly always the valve height or the basin volume, not a failing motor. It is worth diagnosing before anyone sells you a pump.

Battery and Water-Powered Backups, Compared Honestly

A backup only earns its cost if it covers the failure you are actually exposed to. The two common types cover different ones.

Battery backup

Covers a power cut, which is the failure that arrives with the same storm as the water. A deep-cycle battery typically gives several hours of intermittent pumping; lithium packs run longer and weigh less for roughly double the outlay. The maintenance nobody mentions is the battery itself, which needs testing yearly and replacing every few years whether or not it has ever run.

Water-powered backup

Runs on municipal supply pressure and has no battery to age, which makes it attractive for a seasonal property. It needs city water to work at all, so it is not an option on a private well, it consumes treated water while it runs, and the connection has to be protected against back-siphonage before the utility will accept it.

A high-water alarm is the cheapest useful thing in this category, and we fit them on plenty of systems that never get a second pump. Knowing the pit is rising while you are still upstairs is worth more than most people expect.

Rebuild the Existing Pit or Start Over

We are usually asked whether the old system can be saved. Three findings decide it, and they are all visible on a first visit.

Replace the pump only

The basin is sound and correctly sized, tile enters cleanly, the discharge is legal and pitched, and only the pump or its switch has failed.

Pump plus discharge rebuild

The pit is fine but the outside run is undersized, buried flat, or ends against the wall — common on installs done in a hurry after a flood.

Full system, new pit

The crock is shallow or narrow, there is still a live connection to the sanitary line, or there is no pit at all and the floor has to be opened.

How an Installation Day Actually Runs

We look at the floor and the outside wall

Where the tile runs, where the low point of the slab sits, what the exterior grade does, and whether an existing sanitary connection has to be severed. That walk-round is what makes the quote firm rather than provisional.

Cutting and excavating

The slab is scored and lifted over the basin footprint, the hole is dug below basin depth, and washed stone goes in as bedding. Dust control and floor protection are set up before the saw starts, not after.

Basin, pump, and piping set

The basin is bedded and leveled, drain tile is coupled in below the switch level, and the riser is built with the check valve low and a union above it. The lid is gasketed and sealed.

Discharge to daylight

The line leaves through the rim or the wall, is pitched to self-drain, and terminates far enough out and low enough that the water leaves for good.

Concrete, test, and handover

The patch goes back flush, then we fill the pit and watch a full cycle. You get shown the shutoff, the switch, the freeze-relief point, and what a healthy run sounds like.

Sump Pump Questions From Racine County Homeowners

How long should a sump pump last before it needs replacing?

Seven to ten years is typical for a cast-iron unit in a properly sized basin. Short-cycling cuts that badly — we have replaced pumps at three years that were simply emptying a pit far too small for them.

Can I get the grant if I already have a pump?

The program is aimed at severing foundation drains from the sanitary sewer, so an existing pump does not automatically disqualify a property. Eligibility is decided by the city, not by us, and the application portal is the place to confirm it.

Why does mine run when it has not rained for days?

Groundwater does not follow the forecast. A high water table after a wet fortnight, snowmelt moving through frozen ground, or a discharge line returning water to the tile will all keep a pump busy under a clear sky.

Is a second pump in the same pit worth it?

Only when the pit is wide enough for both to sit without the floats interfering, and when the pair are staged at different switch heights. Two crowded pumps in a narrow crock make a worse system, not a redundant one.

What does the pump running constantly during a storm mean?

Continuous running under heavy rain is normal if it keeps ahead of the water. It is a problem when the level rises anyway, which points at capacity, a partially blocked discharge, or a check valve that is not sealing.

Can the discharge tie into my downspout line?

Sometimes, if the buried storm line is sized for the combined flow and drains freely. Where it is already carrying every gutter on the house, adding pump discharge is how you get water backing up at the base of a downspout instead.
